6:30PM Call to Order and Welcome – Bob Kile

6:33: Mary Ann Mastorakos (Ward 2 Council Member) Remarks: Chesterfield Mall will be empty by August 31st.  10/5 Ceremony to tear down mall.  Demolition begins in October.  Dillard’s will be staying.  Chesterfield has a new police chief (Cheryl Funkhouser).  YMCA is adding $8 million in improvements.  Get involved – May calendars available on table in back.  4th of July fireworks will be returning.  Pool will be opening May 25th – looking for lifeguards (call the Parks department).  Summer Concerts at Amphitheater starting in June.  Council looking for somewhere to place pickleball courts.  Legal issues with completing the Levee Trail.

6:42: Chad Meyer (Chesterfield Police): 10 calls in Shenandoah in the last year; 5 fraud, 1 domestic assault, 1 stealing from an automobile.  SCAM Alert: if asked to “pay in gift cards”, it is a scam.  Issue with speeding in development (especially by school).  If you witness speeding, call the police, even if you can’t get plates or car info.

6:47: AT&T Fiber Project: letter from AT&T in the agenda packet.  Work currently on pause to check easements.  Approved by City engineer last Friday (5/10).  Their easements date back to February 1970.  Some rework will be required.  40-50 calls to City Hall about the project.  AT&T manager states that this is the worst project they have worked on regarding neighbors being nasty/derogatory to the workers (mostly Hispanic).  Questions should be directed to contact on letter.

7:00: Reading of 2023 Annual Meeting Minutes – Josh Anders.  Vote held to approve minutes – motion passed.

7:03: Budget – Brian Markus reviewed budget.  ~$11k past due.  2 houses account for ~45% of total.  1 house is 35%.  Driving factor for insurance is because we own the track by elementary school.  Largest expense is Ameren for street lights.  Plan to spend slightly more on erosion this year.  Motion to approve 2025 budget.  Motion passed.

7:10: Indentures – Josh:  Amendment needed to correct wording in the “Interest” section.  As of the start of the meeting, 85 votes received.  Every vote has been to approve.  119 votes needed to make the vote valid (25% of members in good standing).  Motion to remove voting deadline until enough votes are received to make the vote valid (119 votes).  Motion passed.

7:23 Street Projects/MSD – Bob Kile: Sanitary sewer project is wrapping up soon.  Cost for sanitary sewer project was $300k.  Harrisburg project cost $187k.    The Hidden Oak project was completed.  There is a project on Richland.  Streets: Signal Knob cul-de-sac was completely replaced.  Sidewalk issues should be reported to the City (go to the City’s website).

7:31 Erosion:  There is a project that we will try to complete this year (~$10k cost).  Recommendations: 1) remove honeysuckle from your property, 2) extend black drainage pipe to the bottom of a “canyon” or a canyon will eventually be formed.

7:38 Elections: No one volunteered to serve on Board.  Cindy and Brian rolling off board.

6:30 Call to Order—Welcome—Donna Giamalva, President

6:35 Broadband work in Shenandoah—Jennifer Alrashdi 636-515-2212, Jennifer.alrashdi@i3broadband.net  -  Jennifer Alrashdi and Mike Claxton discussed broadband cable being installed in the subdivision.  Cable and internet have competition (unlike gas, electric, etc.).  i3 will pay to fix damage to private “utilities” (i.e., sprinklers, dog fences, etc.).  Contact Jennifer about repair/reimbursement if needed.  Services should be available ~Sept./Oct.

6:40 Chesterfield Ward 2 Council members—Mary Ann Mastorakos & Aaron Wahl – Mary Ann provided an update on the mall.  The Staenberg Group purchased the mall (excluding Dillard’s) and perimeter land.  Currently owns ~96 acres.  Aaron provided update on i3/Right of Way.  Chesterfield now has a system to track who does work in any of the Right of Ways.

6:50 Chesterfield community affairs officer—Sgt. Robert Powell—636-537-3000 – Officer Mike Clymer – Majority of crime in our neighborhood is fraud related (spyware/malware/gift card schemes).  Make sure vehicles are secured, valuables out of sight, garage doors closed.  Chesterfield offers “Vacation checks” (once per week) – Call number above to request.

7:00 Minutes of Meeting July 19, 2022—Josh – Minutes on back of agenda.  Pass corrections up with questions.  Vote to approve at end of meeting.

7:10 Budget—Brian, Treasurer – dues for 2023 are $175.  Late fee of $25, plus interest of 2% over Prime

7:15 Indentures—Cindy & Josh – 110 votes cast, 84 approve (78%), 24 reject.  Some minor corrections still need to be made.  This will require another vote.

7:20 Erosion—David – David provided a brief history of the erosion issues in the development.  Erosion fund not large enough to fix the issues.  Money being used to slow down the erosion.  Trying to get MSD to fix the issues, however it is a very long process. MSD has very nice, knowledgeable people. Our strategy is to be respectful and pleasant, but call often for updates (be the squeaky wheel). It seems to be working.

7:25 Trees—Bob & Josh – Just approved $3200 (~22% of budget) to remove 1 tree.  It is expensive to remove trees, and the budget doesn’t allow us to fix all problem trees.  Although not the original intention, it is primarily treated as an emergency fund for trees that may, or already have, damaged property (i.e. houses or fences).

7:30 Monuments—Donna – weeded Still House monument twice this year.  Trees/bushes that were planted at Olive monument died in high heat.  Board decided to use MSD money to replace Olive monument with a more modern design with no landscaping other than rock.  Old stone currently laying on face on common ground across from school.  Tried to donate to school, however it requires a 30” deep concrete footer and a crane to move it.  This would be pricey and neither we, nor Parkway, have budget to do this.

7:35 MSD Sanitary sewer construction—Donna - $91,000 received from MSD for easements to replace the sanitary sewer along Conway.  Money was used for several things:

Refilled the reserves.

Added money to tree budget.

Replaced the Olive monument.

Budgeted some money for a fun activity (ice cream social, picnic, etc.)

7:50 Motion to approve minutes from last year’s meeting – seconded – approved by voice vote.

8:00 Elections— 1 person (Darren Hall) volunteered to serve on the board.  Donna and David retiring from the board.
